Training prior to adopting a child domiciled outside Québec will become mandatory

Since August 10, 2023, the International Adoption: First Steps and Thoughts training program will be mandatory for all persons domiciled in Québec considering international adoption. For more information, see the News section of our website.

Before the Adoption

Adopting a child through international adoption is an exceptional experience. It must not be taken lightly. Before adopting, it is important to be well informed.

Elements to consider

During the adoption process, many factors need to be considered that call on the outstanding qualities of both the children and the adoptive parents, also called adopters.

All personal adoption plans are subject to a global child protection system, whose primary goal is to protect the needs and rights of the child. That is the foundation of any adoption plan.

Before starting the process, prospective adopters must clearly understand the challenges and issues involved, both for the child and themselves. The following aspects must be considered:
