Training prior to adopting a child domiciled outside Québec will become mandatory

As of August 10, 2023, the International Adoption: First Steps and Thoughts training program will be mandatory for all persons domiciled in Québec considering international adoption. For more information, see the News section of our website.

Adoption Statistics

Each year, Quebecers adopt children born in foreign countries or elsewhere in Canada. The statistics that follow report on the number of adoptions authorized annually by the Secrétariat à l’adoption internationale (SAI).

These adoption statistics are based on data collected by the SAI when it issues a letter of no objection. The letter is generally issued at the time of authorization to proceed with the adoption.

Note that statistics are provided for only 3 years. To find out more about statistics for prior years, you can contact us.

Factors to consider when looking at the statistics

  • In a few rare cases, a letter of no objection was issued but, in the end, the child did not enter Canada or leave his or her territory or province of origin and come to Québec.
  • Although a letter of no objection may be issued in a given year, the child may arrive in Québec later, as several months can pass between the issuing of the letter and the child’s arrival in the adoptive family.
